第28题,考试的主题是社会改革对社会发展的关系。在第2问“据材料归纳明治维新成功的原因”时,按照老师讲的从材料中找答案,于是会从材料中摘抄。没有从整体上去思考这个问题,这个问题实际问的是“改革”成功的原因,即历史上所有成功的改革成功的原因(因素)是什么。例如:能够顺应历史发展潮流;政府、领导人的主导作用;改革的广度、力度是否到位;改革是否有利于民生;改革的内容是否切实可行等。学生把眼光盯在了日本,局限了他们的思路。第3问,上述问题对世界近代史的共同作用。要求学生能够明确知道世界近代史发展的概念,也就是对世界资本主义的发展的作用(推动或阻碍)。学生容易就题论题,只是从俄国、日本两国的改革思考问题,错误地答成:都使两国走上资本主义道路,有利于两国资本主义的发展,使两国改革后变强大之类的。学生思考问题时缺乏大局观、整体性,不能正确处理整体与局部的关系,机械地照搬试题材料、课本和老师讲的知识。

第29题仍然是探究题,但这个题目对学生的能力要求非常高。看似平淡无奇,实则隐藏玄机。第1问表面看挺简单,直接看材料就觉得是中国武器装备的落后。但是,这是一个不全面的认识。材料一先讲了中国1888年北洋舰队的实力已经是亚洲第一,然后到1894年时,被日本反超。这实际是一个发展的变化,即原来发展快,后来变慢了甚至停下来了。所以,这个问题考的是中国和日本在当时海军军备建设发展的变化对比:中国停滞,日本奋起直追,发展迅速。紧接的新中国武器装备建设的事例。学生容易忽视主语“武器装备”,误答为军队建设。例如答成:建国后建立空军、海军、研制两弹一星、组建战略导弹部队等。缺乏对“武器装备”的概念认识(应该是枪支弹药、飞机、大炮坦克、导弹、核武器等)。
第2问设计巧妙,它与第1问的答案密切相关,必须联系“中国在黄海海战失败的教训”—武器装备的发展停滞这一结论来分析问题。这一问题就可以理解为“今天的中国要不要不断地推进武器装备的现代化建设”。抓住这一本质问题,就能够把握题意,正确作答。
第30题,政史综合,处理最后一问时,学生容易产生偏差:对当时的世界形势理解为英国完成工业革命,而不是世界受工业革命影响,加紧殖民扩张(误以为英国就是世界)。没有从全球史观和近代化史观的高度去思考。

一、试题特点
2016年厦门市中考思想品德试题坚持“四个有利于”原则,坚持知识考查与能力、情感态度价值观考查的有机统一,使试题既有较高的信度和效度,又有必要的区分度和难度。在命题形式上做到以稳为主,稳中有变,变中求新,使人耳目一新。
1.命题规范,体现《说明》要求
(1)从试题结构看:试题由25道选择题、3道主观题组成,主客观题的比例为1:1;3条主观题中,简析题7分,辨析题8分、实践探究题10分,和考试说明的要求完全一致。

(3)从试题的表述看,小到时政选择题,大到实践探究题,每一道题都文字精炼、表述规范、层次清晰、要求明确,不在审题上故意设置障碍,突出考查学生的思想品德修养。
(4)从能级要求看,既有考查知识积累的基础题(如5道时政题、第20题),还有考查理解能力的中档题(如选择题6、7、11、13、14、17、23等)、考查运用所学知识分析解释有关社会现象、判断评析有关观点、创造性解决问题能力的较难题(如26(2)、27(1)(2)、28(1)(2)等),我区均分为38.97,试题整体难度和考试说明要求相仿。
(5)从考查内容看,2013年中考思想品德试题考查了战胜挫折、尊重文化多样性、未成年人保护、社会公共生活需要秩序、宪法是国家的根本大法、消费者权益、合作与竞争的关系、依法治国、我国的政治制度、中国共产党的领导、共享经济繁荣成果、和平与发展、艰苦奋斗、民族精神、科学发展观、保护环境的基本国策等,这些内容在教材中都有明确的表述,在考试说明中都有具体要求,没有出现超纲题、偏题和怪题。

4.地方资源,体现扬州特色
利用地方资源,创设问题情境,考查学生知识、能力、情感态度价值观,是扬州市中考思想品德命题的优良传统。2013年试题第23题,以扬州市政府正在实施的130项重点“民心工程”为载体,考查了实施“民心工程”的意义;27(2)以天蓝、水清、地绿、城美、人更文明的扬州为背景,考查了怎样建设美丽扬州问题,激发了学生热爱家乡、建设家乡的美好情感;28(3)将“最美乘客”、“粢饭妈妈”、“诚信少年”等扬州市“十大新闻人物”引入试题,增强了学生的自豪感,激发了学生见贤思齐、奉献社会、传递正能量的内在动力。
5.道德引领,体现人文关怀
试题围绕“成长中的我、我与他人的关系、我与集体、国家和社会的关系”创设问题情境,引发学生思考应当怎样正确认识“成长中的我”,如何处理“与他人、与集体、国家和社会”的关系,既考查了学生的情感态度价值观,又发挥了思想品德试题的德育功能,体现了命题者对学生的人文关怀。如第6题,以莫言的成长经历,启发学生要正确对待生活中遇到的挫折;第25题通过抵制“舌尖上浪费”、提倡“光盘行动”,启发学生要发扬勤俭节约的生活作风;第10题以歌的形式,指导青少年要学会自我保护;第13题以“这事儿不赖我”这句经典台词,教育学生要自立自强,“有肩就得挑担子”等等,体现了对“成长中的我”的关怀。第7题从正确对待外来文化、第12题从解决“代沟”的最好方式、第18题从正确处理合作与竞争关系的角度,引导学生要学会处理好“我与他人”的关系。第11题以“中国式过马路”、第15题以有损国人形象的事件、26(2)以怎样谱写“民族情”、28(1)以怎样迎接“微”时代、28(2)以如何发挥正能量,启发学生正确处理“与国家、与社会”的关系,既要有亲近社会的情感,更要有奉献社会行动,在奉献中实现人生的价值。
二、失分原因
1.审题不清
部分学生由于考试紧张、提炼概括能力较差,搞不清答题指向而失误。如:

题目指向的是主体是执法机关,非执法机关的则不能入选。A的主体是立法机关,C的主体是消费者,D的主体是经营者,因此A、C、D应予排除,但部分学生由于审题不清误选A而失分。再如21题,有的学生不仔细阅读漫画,只看到了中国共产党,没有看到中国特色社会主义大船,误选了答案B。
2.信息不准
依据材料,提取有效信息,是高质量答题的重要一环。从阅卷所发现的情况看,相当部分学生提取有效信息的能力较差,丢三拉四、颠三倒四的现象比较普遍。如26(1),要求回答材料一反映了什么现象和问题,首先要明确材料一由2008-2012年我国国内生产总值变化表和注两部分组成;其次,要明确表和注分别反映了什么问题。在表中,国内生产总值持续增长,由2008年的314045亿元增长到2012年的519322亿元,说明我国经济发展、国力增强;“注”揭示了经济发展过程中我国在人口、资源、环境、消费等方面存在的问题;第三,要将表和注结合起来看,在经济发展的同时,我们还面临着一些新的问题、新的挑战。再如27(2),许多学生关注“勇于创新”而忽视了“勇于创新”的主体“青少年”,导致“青少年是祖国的未来,肩负着实现现代化的历史重任”这一要点的遗漏。
3.迁移不灵
迁移不灵是指学生不能根据题意,调动和运用相关知识分析、解释有关社会现象,判断、评析有关观点,提出一种或多种解决问题的方法和途径。如26(2)结合材料二反思,为谱写“民族情”,青少年应该怎么做?本题是一道发散题,重点考查学生的知识迁移能力。从答题情况看并不理想,不少学生仅仅把八(下)教材P98最后一小节文字搬到了试卷上,没有在教材范围内进行知识的整合、迁移,导致要点不全而失分。谱写“民族情”,从法律的角度讲,就是要自觉履行维护国家统一和民族团结的义务;从文化的角度讲,就是要尊重少数民族的风俗习惯、语言文字、宗教信仰;从国情的角度讲,就是要拥护党和国家的民族政策,支持西部大开发战略,维护民族团结,同各种有损民族团结的言行作斗争等。
4.思路不明
答题思路不明晰,主要表现在三个方面:第一,不能根据题目要求作出合理的取舍。由于是开卷考试,教材可以随便翻阅,有的学生不管答题要求,不考虑需要答什么,不需要答什么,只要沾了一点边,就不遗余力地抄到试卷上,做费时又失分的亏本买卖。第二,不分轻重主次,眉毛胡子一把抓。如26(2),要求对小明“只要保护好环境,就能建成美丽扬州”的观点加以评析,有的学生只有评没有析,就一句“这个观点是片面的”;也有的学生花了很大的精力答为什么要保护好环境、怎样保护环境,就是不答“建成美丽扬州还需要……”;还有的学生答“保护好环境,不一定能建成美丽扬州,如果……就……”第三,想到哪儿答哪儿,作答没有逻辑性。如26(2),应当先作出判断,然后分成“建成美丽扬州,需要保护环境”、“建成美丽扬州,还需要……”二个层次作答,但许多学生并没有按照这样的逻辑顺序答题,往往是有一着没一着的,先答什么,再答什么,胸中无数,答案随意而零乱。
三、教学建议
2016年厦门市中考思想品德试题及考生答题中存在的问题启示我们,在今后的中考复习中应当:
1.重视考试研究,把握命题走向
《中考说明》、《课程标准》、七——九年级思想品德教材(苏人版)等是中考命题的基本依据,因此,在教学中要吃透《中考说明》、吃透《课程标准》、吃透教材,仔细研究近三年的中考试题,把握命题走向,提高教学的针对性、实效性。
2.改进教学模式,提高教学效益。纵观我们的课堂,教师包场,一讲到底的现象仍十分普遍,学生学得苦,教师教得累,教学效果差。教师不能代替学生的学习。教师的最大作用在于激发学生的学习欲望,使学生有动力地学习;在于教给学生科学的学习方法,使学生有效、甚至高效地学习;在于创造和谐的教学氛围,使学生快乐地学习;在于科学引导、巧妙点拨,使学生成功地学习。我们要积极探索,将学生的自主学习、合作学习与教师的有效引导结合起来,推动了学生学习方式的转变和学习成绩的提高。
3.夯实知识基础,强化能力训练
在“三维”目标体系中,知识处在最前端,它是形成能力、情态价值观的必要前提,因此在教学中我们要引导学生夯实知识基础。(1)依据《中考说明》,逐个落实考点,做到考点点点清。(2)重视知识整理,构建知识网络。七~九年级思想品德的教学内容是围绕成长中的我、我与他人的关系、我与集体、国家和社会的关系展开的,许多知识相互联系、相互交叉。在复习教学中,我们要引导学生整理知识,找出其中的内在联系,编制知识结构图。(3)依据能级要求,突出主干核心。《中考说明》是指导中考复习的依据,凡《中考说明》中列为理解和运用层次的考点,和学生生活、社会现实联系密切的主干知识和核心考点,我们都要花大气力去复习。
坚持能力立意,是思品学科命题的一般取向,强化能力训练,是思品学科应考的不变之道。(1)强化知识记忆,注重知识积累。只有记得牢,才能想得到,用得准。(2)强化知识应用,培养迁移能力。在教学中,可以学生应当关心并能理解的现实问题、相关社会热点问题为话题,引导学生运用所学知识去分析、阐释、评析,培养学生的知识迁移能力。(3)强化题型训练,提高解题能力。课堂教学,要注意讲练结合,以练促讲,把解题技巧、解题方法的传授和解决具体问题结合起来,让学生在解题中学会解题。考后讲评,要将知识纠错、方法传授和命题意图、命题手法的剖析融为一体,引导、指导、督促学生进行总结反思,使学生由被动应试者转变为自觉迎试者。
4.联系生活实际,强化知识运用
国家政策、社会热点、地方重大事件,学生生活中的疑点和难点,都是中考命题的热点和兴奋点,平时教学要让学生了解、理解,指导学生运用所学知识予以说明、评析,引导学生尝试解决实际问题。在具体操作上,复习初期可采用由知识到问题热点的方式,培养学生关注现实生活的习惯;在复习的后期,可采用由问题热点到知识要素的方式,培养学生多角度解读材料的能力。

Car-hailing company DiDi signed an agreement with TAL Education Group to provide free online courses for the children of taxi drivers. The courses, worth 30 million yuan, can cover

Car-hailing company DiDi signed an agreement with TAL Education
Group to provide free online courses for the children of taxi drivers. The
courses, worth 30 million yuan, cover all subjects from primary to high
