1955年4月11日，由韩国各界著名人士组成的名称制定委员会，包括崔泓熙少将(韩国第三军管区司令员)、李享根陆军大将(国军联合参谋总长)、国会副议长、国会议员、著名企业家、著名武馆馆长等提出了各自的名称。通过无记名的投票，一致通过了崔泓熙将军提出的“跆拳”二字。由此，产生了跆拳道。从此，结束了唐手、空手及各种韩国古典武道等名称混杂的局面，韩国的武道开创了新世界，跆拳道开始了它的历史创造。当年无疑是崔泓熙将军有生以来最有意义的一年。崔将军幼年时，跟随韩国的著名书法家在学习书法的同时，掌握了韩国的古典武道。青年时期留学日本，不仅完成了学业，还学炼了空手道，获得了二段。1945年8月15日随着朝鲜半岛的解放，崔将军在首尔与其他人组织和创建了韩国军队。同时他开始了新的武道研究，即今日的跆拳道。经过他的潜心研究和不断地实践，尤其是在韩国军队中的教授和普及，使他有机会反复实践，反复完善。在跆拳道命名之前，基本上完成了今日的跆拳道。
1959年3月，韩国民族的武技跆拳道第一次走出国门，向国外介绍了跆拳道。跆拳道创始人崔泓熙将军率领韩国军队中最优秀的19名成员，以国军跆拳道代表团访问了越南和台湾。
1959年9月3日成立了他多年希望的大韩跆拳道协会，并就任了会长。
1960年崔将军在美国导弹学校学习期间也热心传授跆拳道，并劝他的弟子JHOON RHEE在美国教授跆拳道。日后，JHOON RHEE被公认是在美国大陆传播跆拳道的第一人。
1961年身为韩国第六军军团长的崔将军不仅在韩国师团内，而且在管辖内的美军第七师团内掀起了跆拳道的热潮。这一年，朴正熙将军等少壮派发动了军事政变。
1962年崔将军被任命为第一任驻马来西亚的大使。在这期间，崔泓熙大使往来于东南亚各国传播了跆拳道。他所作的努力，为日后在这些国家成立跆拳道协会打下了坚实的基础。
1963年马来西亚首相邀请了韩国跆拳道代表团，并在马来西亚国庆节表演了跆拳道。
1964年末，崔将军任满大使职务归国。由于韩国国内的长期动乱，包括1960年4月19日的民主革命运动以及1961年5月16日的军事政变。加上一些唐手道、空手道及各种韩国武道的领头人各自组织了大韩跆手道协会、大韩手博道协会，跆拳道几乎名存实亡。崔泓熙将军力挽狂澜，与各派进行了坚决的斗争。
1965年通过崔将军的不懈努力，大韩跆拳道协会恢复了名义。崔将军就任了大韩跆拳道协会的会长。随后升为二星将军的崔泓熙率领韩国政府的跆拳道代表团，访问了德国、意大利、土耳其、埃及、马来自亚和新加坡。他们的精彩表演为各国成立跆拳道协会打下了基础。
1966年3月22日，由韩国、越南、马来西亚、新加坡、德国、美国、土耳其、意大利、埃及的九个协会在汉城正式成立了国际跆拳道联盟。这是韩国历史上的第一个国际性机构。崔泓熙将军被选为总裁，跆拳道正式进入了国际社会。
1967年越南政府授予了崔泓熙总裁国家一级勋章。同年香港成立了跆拳道协会
